Russell holds a rare place in Ontario’s history as the province’s final remaining Police Village: a 19th‑century form of local government that once supported small, growing communities. Established in 1898, the Police Village of Russell has preserved its identity for more than a century, along with a community‑driven legacy fund created from the 2000 sale of the local hydro system. Today, the PVR Trust continues to invest in Russell projects that enrich community connections and celebrate its heritage.
